Minister Heydon leads crucial Brussels agricultural policy discussions
Minister for Agriculture, Food and the Marine, Martin Heydon, TD, is presiding over the September session of the Agrifish Council of Ministers, which will take place over the next two days in Brussels. Representing Ireland’s EU Presidency, Minister Heydon aims to secure a partial general approach regarding the new Common Agricultural Policy (CAP) regulations by the end of October. This objective seeks to establish a unified framework among EU ministers, contingent upon the resolution of broader budgetary negotiations within the Multiannual Financial Framework.

Central to the discussions are the long-term impacts of the ongoing conflict in Ukraine on global food systems, with Ukrainian Minister of Agrarian Policy and Food, Taras Vysotskyi, scheduled to provide a direct briefing to the council. Furthermore, ministers will evaluate the implementation of the Fertiliser Action Plan, focusing on strategies to ensure environmental sustainability and support for viable farm incomes across the bloc. Minister Heydon has emphasised the necessity of creating a flexible, well-funded CAP that caters to the diverse national requirements of individual Member States.

The second day of the summit will shift focus towards fisheries and maritime policy, including the development of an ocean pact for the 2028-2034 period. Discussions are expected to cover amendments to the European Maritime, Fisheries and Aquaculture Fund (EMFAF), alongside critical negotiations regarding fishing opportunities involving the UK, Norway, and other coastal states. Comprehensive details regarding the council's agenda and policy updates are available on the official European Commission website.
