Minister for Justice, Home Affairs and Migration Jim O’Callaghan TD chaired a pivotal meeting of Home Affairs Ministers as part of the two-day Justice and Home Affairs (JHA) Council. The discussions centred on the current state of the Schengen area, the refinement of early warning systems, and the implementation of more robust readmission cooperation with priority third countries. During the proceedings, the ministers formally adopted the Returns Regulation, a measure described by the Minister as the essential missing component of the broader EU migration pact.

The Irish Presidency, under Minister O’Callaghan’s guidance, advocated for a more proactive stance in monitoring third-country cooperation regarding asylum refusals. This strategy involves leveraging a diverse array of diplomatic tools, including trade policy, visa regulations, and development assistance, to ensure the integrity of the Common European Asylum System. Additionally, the Council reviewed the ongoing implementation of the Pact on Migration and Asylum, noting a significant decline in asylum applications across both the European Union and Ireland since its inception in June.

Security concerns dominated the working lunch, which featured a presentation from Commissioner of An Garda Síochána Justin Kelly regarding the evolving threats to internal European security. Minister O’Callaghan emphasised that the current geopolitical climate, exacerbated by the ongoing conflict in Ukraine, necessitates a unified approach to security investments. The delegates also examined strategies to combat drug-related intimidation and explored technological advancements for securing external borders. Further details regarding the summit’s outcomes are available on the official Council of the European Union website.
