Academic appointed as Ireland's representative to European anti-racism body
Minister of State Colm Brophy has formally welcomed the appointment of Dr James Carr as Ireland's representative to the Council of Europe’s European Commission against Racism and Intolerance (ECRI). Dr Carr, who currently serves as an Associate Professor in the Department of Sociology at the University of Limerick, was selected following a rigorous public application process overseen by the Department of Justice, Home Affairs and Migration.

Dr Carr brings a wealth of relevant expertise to the role, having previously acted as a consultant adviser on General Policy Recommendations and contributed to ECRI’s sixth-cycle monitoring report concerning Ireland. His professional background includes serving as an expert adviser to the European Commission on anti-Muslim hatred and anti-racism. Within the domestic sphere, he remains an active member of the Advisory Committee on Racial Equality and Racism, which monitors the implementation of the National Action Plan Against Racism.

The ECRI serves as a vital human rights mechanism, tasked with evaluating the effectiveness of legislation and policies designed to combat xenophobia, antisemitism, and racial discrimination across Europe. As a member, Dr Carr will assist in formulating general policy recommendations and reviewing member states' progress in upholding the European Convention on Human Rights. Further information regarding the commission's mandate and its ongoing efforts to protect vulnerable communities is available on the official Council of Europe website.
