Fingal County Council has unveiled its largest ever Capital Programme, allocating more than €2 billion over the next three years to support extensive infrastructure and housing development throughout the county.
The comprehensive plan includes 339 projects with a total expenditure of approximately €2.15 billion from 2027 to 2029. Housing will receive the majority of funding, accounting for nearly 70% of the budget, with over 70 projects worth more than €700 million already underway in 2026. Key housing developments such as Churchfields in Mulhuddart, Ballymastone in Donabate, and Baile na Móna in Swords have seen significant progress, alongside new homes in Mourne View, Skerries, Remount in Lusk, and Holywell, Swords.
Beyond housing, the programme encompasses major infrastructural initiatives including the Ongar to Barnhill Road, Baldoyle Community Centre, and the refurbishment of libraries in Donabate and Skerries. Projects like Culture House Fingal in Swords and the Broadmeadow Greenway between Malahide and Donabate are currently under construction, with completion expected within the next two years. Funding primarily derives from grants covering 82% of costs, supplemented by development levies, council revenue, loans, and other sources. Councillors have also confirmed a continued 5% reduction in the basic Local Property Tax rate for 2027 to support service delivery and community investment.
