A landmark €11.92 billion budget allocation for the Department of Housing, Local Government and Heritage was announced today, marking a 10.9% increase in current expenditure. The funding will drive progress under the *Delivering Homes, Building Communities 2025–2030* Housing Action Plan, addressing critical needs across social housing, homelessness, and infrastructure. Key allocations include €9.1 billion for housing delivery, with €3 billion earmarked for 12,000 new social homes and €1 billion to support 15,000 starter homes through schemes like the First Home Initiative and Affordable Purchase Programme.
Minister for Housing, Local Government and Heritage James Browne TD emphasised the Government’s commitment to accelerating housing delivery. “We now have serious momentum in the critical delivery of homes across the country,” he stated. “With this budget, we will sustain and accelerate that delivery to meet our ambitious targets.” The package also includes €586 million for housing-enabling infrastructure, such as the Towns and Cities Regeneration Investment Fund and the Housing Activation Office, alongside €593 million to tackle homelessness and €3.1 million—an increase of 13.1%—for the Residential Tenancies Board to bolster protections for renters.
Additional funding will support water infrastructure through Uisce Éireann, with €2.35 billion allocated to upgrade treatment plants and expand capacity in priority areas. Planning reforms will receive €119 million to enhance An Coimisiún Pleanála’s capacity, while local authorities gain greater financial flexibility, including a €200 million borrowing envelope. Minister of State John Cummins TD highlighted the reforms as “the most ambitious programme for local government in over a decade,” ensuring councils have the resources to deliver essential services and infrastructure.
