Minister for Justice, Home Affairs and Migration Jim O’Callaghan has presented the findings of the Garda Training Review Group to the Government ahead of its official release. Established in January 2026, the Group was tasked with assessing the effectiveness of training delivery within An Garda Síochána and proposing recommendations to prepare the force for the coming decade. Among its key objectives was determining whether a second Garda training college should be established.
The Review Group, chaired by Jim Breslin, concluded that Templemore should remain the principal Garda training facility, a role it has fulfilled since 1964. The report highlights ongoing investments to enable the College to train up to 1,000 new recruits annually. It also emphasises the importance of formalising partnerships with regional universities and technological institutes to enhance professional development and access specialised academic expertise.
Minister O’Callaghan expressed satisfaction with the progress in recruitment and reiterated his commitment to maintaining Templemore as the central training hub. He also welcomed the Group’s recommendations on expanding collaboration with higher education institutions to support Garda personnel’s continuous learning. The full report, containing 21 recommendations across three thematic areas, is available through official government channels for further review and implementation discussions with the Garda Commissioner.
