From Sunday 1 November 2026, new regulations regarding the renewal of learner driver permits will come into effect as part of Ireland’s Road Safety Strategy. Learner drivers who have held their permits for four years must pass a driving test before renewing, while those who have not passed within seven years must restart the entire learning process.
For category B learners (cars), this process includes passing a theory test, obtaining a learner permit, completing 12 Essential Driver Training lessons, and passing a practical driving test. The initiative seeks to encourage learner drivers to become fully qualified, thereby improving safety for all road users.
The Minister of Transport emphasised that these regulations are vital to reducing road deaths and serious injuries, in line with government targets of halving road fatalities by 2030 and achieving Vision Zero by 2050. The reforms also aim to discourage indefinite holding of learner permits without progressing to full licencing, reinforcing that learner permits only allow driving under supervision until the required standards are met.
